Section 4 - Levy and Collection of Cess

Section 4 outlines the rules for imposing and collecting a specific tax called the Health Security se National Security Cess. This cess is applied to every person who is taxable and involved in the manufacturing or production of certain goods listed in Schedule I. The amount of this cess is determined by Schedule II and calculated as described in section 5. This cess is an additional charge on top of any other existing duties or taxes applicable to these goods under current laws. Furthermore, the Central Government has the authority to exempt any taxable person or group of persons from paying this cess, either fully or partially, if deemed necessary for public interest. Such exemptions can be granted for a specified period and may come with or without conditions as detailed in a government notification.
