Luxury/sin goods (tobacco, pan masala, luxury cars) may attract a special 40% rate.
GST Council to decide on Sept 3–4, 2025 in New Delhi.
Goal: simpler structure, lower consumer prices, better compliance.
Concern: States fear revenue loss; compensation mechanism under discussion.
Long-term vision: move towards a single GST slab by 2047.
